Hello Lynette,
Your beetle is Eupompha elegans , munching on Malacothrix glabrata (Desert Dandelion). I just posted a couple of those, though I had been looking for a pollen wasp (Pseudomasaris maculifrons) I had seen a week ago; no luck with the latter.
