Egg case?
St. Petersburg, Pinellas County, Florida, USA
April 10, 2008
This was found on the needles of a young pine tree that was near the edge of a lake.

a sawfly cocoon. http://bugguide.net/node/view/164491 I found something similar, with no occupant though.
