Is this a Bee? - Polistes dominula

Found this in My house today , just wondering if it's a bee or something else , I'm asking for an i.d only because I haven't seen any Bees in this area that quite look like this

Not an ID but
Sorry, Vespula Vulgaris had not yet made ID when I started typing... didn't hit the 'post comment' button fast enough...

Could it have been this?

Polistes dominula...
the european paper wasp which is an intoduced species. looks like this one might have some sort of deformation..
