Size: ~18mm long
I know this is from a Mantis, but not sure which species. Looks like something has been feeding on the outside of the case at the right side.

Carolina mantis?
I believe it's from a Carolina mantis. Try a Google image search and see what you think.

 
The Carolina Mantis
is the most common that I have seen here, so it most likely is the right ID. I have been returning to the ootheca every few days to see if anything has emerged, but not yet.

I recommend
collecting it--they come out all at once, and would be easy to miss! I collected a praying mantis ootheca a couple of years ago and was lucky enough to be sitting at my desk when all of a sudden they all burst out.
