Darn! With all of these oak trees around here, I am expecting to see a gall wasp!

Braconidae
This looks like an Aphidiinae (Braconidae) because of the reduced wing venation. I can't really explain very well how to ID this other than I've sorted a ton of wasps and this definately isn't a gall wasp.

This forewing venation can only belong to an Aphidiinae, and overal habitus matches well too.
