Size: ~ 1 cm
On the side of a house. Was not frightened away by me getting close to it with the camera.

I'm no expert...
but this one is pretty safe:
non-biting midge in the Family Chironomidae. There's nothing else that has long front legs modified to look like antennae.

The actual antennae aren't feathery, so it has to be a female.

Now, as far a genus and species... I haven't a clue.
