This sawfly is on new growth on a non-native rhododendron in our yard, at about 2,000 feet elevation.

but looks like it could be one of the cimbicid sawflies?

Yes, Zaraea sp.
This is a specimen in the genus Zaraea. Common, but not often seen as adults.
