I'm certain your specimen in not a Lilypad Clubtail; body shape wrong - not enough taper and S9 too short, thorax not yellow enough; yellow spot on S8 too big, flange on S9 yellow and not orange, terminal appendages look straight and pointed - they have a a curl in them in Lilypad and are yellow in NB specimens.
I think it's a Phanogomphus sp.

 
Harpoon Clubtail?
When I identified this, I was just using Dunkle's book (1), but now that I compare it with the photos in Dragonflies and Damselflies of Massachusetts (2), the closest match is Harpoon Clubtail - G. descriptus. It has the green eyes, the abdomen and the club have the same lateral yellow marks, and the very tip between the terminal appendages is yellow, and I think I see the green streaks in the hind leg. Thanks for pointing that out, Tony.
