These tiny insects were on the small floating plants (the green elongated objects) densely covering the surface of the canal. They may be responsible for the holes in the plants.

I suspect you have Duckweed W
I suspect you have Duckweed Weevil (Tanysphyrus lemnae). And yes the small holes in the Lemna sp. are the results of feeding by the weevils.
