at least Chrysomelinae subfamily. If plant was dock, ID is safe.

What Boris was saying is that your green bug is a leaf beetle called the Green Dock Beetle. The scientific name is Gastrophysa cyanea and its foodplant is Dock. ID is short for identification...and yes Boris I think it is safe to identify it as G. cyanea

 
Curly Dock
Plant in photo appears to be tip of leaf of Curly Dock (Rumex crispus).
