Had red "thighs" that reminded me of Spilosome vestalis.

ID
I believe this is a little Arctiid moth, Leptarctia californiae, MONA 8126. It is very variable in markings, and has reddish coloration on the legs. It often flies low to the ground as you walk along gravel roads and seems to disappear when it lands.
