Looks a lot like some green lacewings. I'm surprised by the length of the neck! Very long, and sturdy looking ovipositor. This specimen did not seem very inclined to fly. I only observed it walking. Even after I put it in a jar to look at it, then released it back on the small redwood table it quickly positioned itself in between the boards, and did not take the opportunity to fly off.

...Snake flies seems like an appropriate name. I can definitely see how having a built in periscope might help it out, whilst stalking prey. This looks quite a bit like the Genus Agulla specimen that you linked to. Hopefully, someone can say definitively.

That is a scary looking ovipositor(?)don't you think? I made the assumption that it is a female...
