This frit fly (Chloropidae) was collected from a hydrangea. According to the Cedar Creek website, the enlarged hind femur may suggest a Meromyza species. Other photos of Meromyza can be found at this site.

This small fly was very fast flying and I provided it with a drop of water to drink in order to pause it long enough to photograph (I had observed it drinking water on the hydrangea plant it was on).

I think you are right with Meromyza. The closely related genus with enlarged hind femora has differently shaped antennae.
