organ pipe mud dauber?
looks like Trypoxylon politum to me. note the white bands on the end of each hind foot

 
Vespula- Plitum has a differe
Vespula- Plitum has a different tail. Mine seems more like lactitarse because of the same tail and white bands on hind legs. Please check out lactitarse.

 
I would say T. politum as well.
The two are very similar, but T. politum is a much larger insect (T. lactitarse is still larger than most Trypoxylon), and has strongly violaceous wings. T. lactitarse has at least a subdued, smoky wing color.
