Not sure about this. Looks like a cross between a fly and a cranefly.

This must be Bibio rufithorax or B. superfluus (= B. carolinus). They can be distinguished by the length of the female head behind the eyes. Do you have a closer pure lateral or dorsal view of the head?

Another character is "presence of three broad, sub-opaque vittae" on the thorax. I might see one here. A top view could confirm.
