I'm not sure if this is a tiger beetle. I've encountered it at two different locations in Philadelphia; one an open grassy field, the other a closed-canopy mature woodland. The quality is not the best, but there were no distinguishing marks on the shell which is much grayer than it appears in the photo. The legs were orange as in the photo. It’s newly emerged so the abdomen is more swollen than probably is normal and the carapace may not have developed its full color. The red thing is a standard Bic automatic pencil for scale.
