Size: 3mm?
A very confused wasp crawling around on me.

Not an expert
but those strange antennae make me want to start my search in Xyelidae. Maybe even Xyela?

 
I think so too
Those peculiar antennae are indeed the hallmark for Xyelidae, and most likely genus Xyela.
