wrong larvae
Helgramites (the larvae of fishflies and dobsonflies) are predominently aquatic.
This guy's more likely to be one of two things: either this is some sort of carnivorous beetle larvae, OR it is (and this is what I bet you it is) the larvae of an insect in the suborder Planipennia (the lacewings and antlions).

Yes, Helgramites are aquatic and so is this critter. I took it out of the water to take the pics.
