Syrphid flies and aphids
The larvae eat aphids and have the mouth equipment to do so. The adults just sip nectar and also slurp some pollen but cannot eat aphids, though.
It may be a T. marginatus as Ron said, but I am afraid that we can't be sure.
This photo reminds me of this one I took years ago and never thought of submitting it to Bugguide. I was lucky to have several other images so I was able to ID it to genus.

If it is eating aphids I have no idea. If aphids just happened to be on the same plant I would make a wild guess of Toxomerus, (maybe laying eggs for its larva to eat)?

Boy, the head really looks odd here. But, fool that I am, I'd go as far as to say T. marginatus with some confidence. We have some pictures of a pair in the air. See Images, pg. 5 for more.
