Chrysomeline
Definitely chrysomeline and since it was found near the water's edge look for swamp milkweed, Bidens or dogwood as a host. If the first turns out to be the host then it is Labidomera clivicolis and unusual that it is red-orange. If it is Bidens then Calligrapha bidenticola is likely. Any shrub or tree, including dogwoods, would place it as a Calligrapha. Definitely need a host plant for further ID.

 
Possible Plant ID
The plant these were found to be feeding on was identified as Horse Nettle by another site. Hope this helps.

It's Leptinotarsa decimlineata as I collected adults associated with the exact same larval color form from AZ.

Larva?
Looks like the larva of some insect.

 
Leaf beetle grub.
This is the larva of some kind of leaf beetle, family Chrysomelidae. Knowing the plant it is on would help narrow the ID possibilities.
