Hmmmm...
could it maybe be one of the scorpionflies in Genus Panorpa?

 
Neither a Caddisfly nor a Scorpionfly...
But rather, I think a member of the suborder Planipennia (Neuroptera).
Overall habitus reminds of a European Osmylus sp., but I ignore whether this family exists in North-America. At least there is no Guide page for them.
Place of the finding suggests an aquatic larval life, which matches with Osmylidae.

 
Not an expert
but Wikipedia says "The osmylids are found all over the world except in North America", not that I trust Wikipedia for much.

Then this is something else
But long palpi exclude any Mecopteran anyway. Maybe this is nonetheless a Caddisfly after all, but a very special one.
