A long shot
Matt, the important thing here is wing pattern. Based on a rather blurry photocopy I have, your fly might well be Dioxyna picciola; perhaps you can run this down further.
We have one Dioxyna photo here, but of a different species. It does look like yours, tho wing pattern isn't identical. See:
