This damselfly has much shinier wings than the others and no black marks on the wings. Is it a different species or younger?

The shiny wings would be indicative of a teneral, newly eclosed, individual. Otherwise, could very well be the same species. It will be interesting to see what others think, and what you find there in terms of adult colored males in a week or two. Adult males of Powdered and Blue-fronted are significantly different.
