Familiar Bluet
This looks like a male Familiar Bluet (Enallagma civile) to me. The pattern of blue on the thorax and segments 8-10 of the abdomen, along with the shape of the appendages at the end of the abdomen are all consistent with Familiar Bluet, which is a fairly common species.
