This heavily spotted species appears to be near Euaresta or Neotephritis. The antennae seem more prominent than in many fruit fly species.

Fly identification
Dictya sp. Can't determine species without genitalic examination. Note black dot on white face, diagnostic for this genus.

Sciomyzidae, Marsh Fly
Hello Jess,
This is not a tephritid fly, but a member of the marsh flies, Sciomyzidae! That is also why the antennae are more prominent!

Thanks for the id. In looking around the web, this looks very much like the few images of Dictya sp. that have been posted. I've changed the heading on the photo to Marsh Fly, but did not change my original comments about this being a fruit fly.
