I'll go out on a limb and call this a Tipula bicornis, but welcome any corrections. :)

This is species
in the Tipula (Triplicitipula) group. Notice that Tipula bicornis female is one of the few species that the female does not have pointed ovipositor, instead it is small fleshy like. - Chen
