These genera are difficult to separate from photos, but I believe these are Calobatina rather than Rainieria.

Fly, I believe
There are some stilt-legged flies with those white-tipped front legs, though I don't see any in the guide with these clear wings.

Not an expert but...
Stilt-legged Flies (Micropezidae) should point you in the right direction
