I just caught
a very similar encyrtid in Raleigh, same colors and odd erect tuft of setae on the scutellum. it was inside a building running around on a book i was reading. I hope this gets a genus ID eventually.

Yes - Encyrtidae.
You are correct - I was noticing in particular a spur (only) on the middle leg which seems to be a characteristic of this family. More great chalcid pics I have to say, Preston.

The large apical spur...
on middle tibiae is a jumping device. Not only Encyrtidae, but related families too (Eupelmidae, Aphelinidae, Thysanidae) have it.
I agree this is almost certainly the same species as the one posted by Tom Murray last year.
