This is a male of the march fly genus Bibio (family Bibionidae).

ID character.
I think the obvious, sharp spur on the tip of the front tibia ("shin") helps to identify this family, if not the genus. Might also be a secondary sexual characteristic. I'm sure Paul will chime in if I'm way off:-)

 
Genus character
It is the decider for the genus. Different species may have different shapes (or rather relative lengths) of the spurs on the fore tibiae.
