Lasiopterini
Tam, This fly fits the tribe Lasiopterini (Cecidomyiidae). Short, tightly compressed flagellomeres, black and white scale patterened abdomen, and the white spot on the wing at the juncture of the R5 vein. The genus is probably Lasioptera, but would need a slide mount to confirm it.

How can you distinguish Lasiopterini and Alycaulini from photos?

Lasiopterini vs Alycaulini
John, my thinking on this specimen is that it is a Lasioptera sp. I base it on the characters I described and also the shape of the abdomen, which is long and slender. If I had a female slide mounted I would be looking for the "hooked setae" on the cercus. In contrast, species in Neolasioptra,Asteromyia and Chilophaga (Alycaulini) all have shorter and broader abdomens and the setae on the female cercus are straight not hooked. But, again a slide mounted specimen would verify its acurate identity.
