Subfamily Eumeninae? Perhaps Euodynerus or Ancistrocerus? It has those big, clubby antannae and that broad head.

Good insight - Ancistrocerus sp. (male)
Seemingly a member of the oviverntris group, like Eastern A. waldenii. All black mesoscutellum is fairly rare in this genus, even among males.
