A very small black fly resting on my finger.

it's an oscinelline chloropid
notice the large, shiny ocellar triange. Also all sphaerocerids have the first tarsomere on the hind leg shorter than the second; this is not present on this fly.

Sphaeroceridae
Most members of this family (formerly Borboridae) are indeed very small Acalyptrate flies.
