It posed on the ground. It posed on a leaf. It posed on a bush sunflower. Then when I came back an hour or so later, it posed again. A bit wary, but really quite approachable.

Yes, it is L. gazophylax. Congratulations! What a beauty! It's so fresh-looking, it may be just emerged. That may account for it's reluctance to flee.

I based my educated guess on one you'd identified earlier. The fly was photographed at a site where I don't normally see them. However, earlier this year, the arboretum had planted a wildflower garden - which I missed - and staff reported many bee flies there.
