Size: ~ 5mm
I saw several of these small, black syrphids, mostly on Nootka rose flowers.
Didn't see any small, all black syrphids in a scan through syrphids on bugguide.

It's hard to beat wild roses, relatively flat, with pink petals and cream yellow centers. A few drops of morning rain doesn't hurt.

And with syrphids, I've learned to work for a shot with the lens at right angles to the plane of the wint.

 
Wing venation
Great shots and by wing venation and overall shape and size it looks like a female Pipiza.
