Sehirus cinctus
Insects in Kansas describes it as a shining black bug with a white border around the thorax and abdomen.

Burrower bug.
The one genus of burrower bugs (Cydnidae family) that looks nothing LIKE a fossorial (digging) bug! This is a species of Sehirus.
