The wing markings other than the spot over the R-M crossvein are dense hairs, which are found in Procladius (Procladius). The wing illustration in my reference does not show them.

Any other angles?
A less angled view of the wing would be helpful. This looks like something that does not exist in my reference -- a dark Procladius with thinly banded abdomen and marked wings.

Tanypodinae, female
That short line perpendicular to the edge of the wing near the tip of the hind tibia is a branch of the R vein that is, as far as I know, found only in Tanypodinae. I might not be able to say any more without a closer look at the wings.

This is a female midge in the family Chironomidae. I'm not qualified to the genus level, sorry.
