I would like to know (and I'm never right) if this is a Sandills Hornet. It was eating the resin that was coming out of a rail on the fence.

Did you get your ID out of an Audubon Field Guide? In mine it says Sandhills hornet, but I don't think the guide is very accurate. I found it on this web site as a Aerial Yellowjacket. Click

Both names apply.
The "Sandhills hornet" is a bit of a misnomer because this species is not a true hornet. So, "aerial yellowjacket" is the preferred common name, a reference to their above-ground nests.
