Eric ID'd one of these for me last year. Found another one today and wondered if this is also a Mirid plant bug.

I think (Acanthosomatidae). Reminds me of this one but I don't think that species occurs in the west. Maybe a relative?

 
Elasmostethus cruciatus.
Robin is right, it is this species, which is not at all uncommon in the Northwest. Nice shot showing the texture and pattern of those puctures.
