Stilt-legged fly, I believe, Family Micropezidae.

This is most likely a species of Taeniaptera.

Taeniaptera trivittata
Herschel Raney believes that these stilt-legged flies with the white semi-circle are Taeniaptera trivittata, so I'll move to the guide for that species.

Micropezidae.
Great image, Bill! This species is a pretty convincing mimic of carpenter ants, even waving its front legs like antennae.
