I think this is very likely Taxus Mealybug, Dysmicoccus wistariae, based on the host plant (Taxus) and the behavior - they were on the branch crotches, just as described in the fact sheet I found here. I'm going to make a new guide page for this based on that assumption, unless anyone objects.
