Yes, I believe so.
The large number, large size, and shield-like shape of the spots on the abdomen are unlike those of female Hudsonian, Dot-tailed, Belted, Crimson-ringed, or Frosted Whitefaces. The golden-colored vertical veins at the leading edge of each wing may not be diagnostic, but I've seen them in other photos of Boreal Whiteface. I haven't seen them in other whitefaces that I recall.

And Manitoba is right where you'd expect to find that species - its preferred habitat is northern prairie.

Wish I could get a good look at the wing veins in the forewings. Do you have a larger version of that photo?
