Yes, a caddisfly.
Possibly Chimarra (Philopotamidae), but I'm not sure I can see enough to be sure.

Interesting,
We were thinking Alderflies in Sialis, but they don't seem to have spines on their legs! We'll be curious to see the ID on this one!
