Here is the gall made by Dasineura communis Felt, 1911. Dasyneura communis is a synonym, I believe. Host is Acer saccharum (Sugar Maple). Damage isn't detrimental, only aesthetic.
I have these every year. Haven't been able to get a picture of the actual adult midge yet.
