Size: ~2-3mm
Saw this guy on the lip of a large flower pot in our garden. (live oak/chaparral habitat).

Orthocladiinae male
The line in the postnotum indicates family Chironomidae. Lack of M-Cu crossvein indicates subfamily Chironominae or Orthocladiinae. Short front legs indicate Orthocladiinae.

The fuzzy antennae and the clasper style tail make it a male.
