Yes, longhorned beetle.
This is a nice image of a longhorned woodboring beetle in the family Cerambycidae. Might belong to genus Neoclytus, Clytus, or possibly Xylotrechus. Ted MacRae is one of our leading experts on this family, and he should be able to narrow the suspects a bit more. Very nice animal!

 
Male Xylotrechus insignus
The male of this species is brown with the three yellow bands, the female is black with an additional median band on the elytra and yellow margins to the pronotum. It breeds in willow. Locally it became quite a pest in a commercial Pussy Willow orchard.

That is the only reference to Xylotrechus insignus on the web. Is it rare? Is it rare to see it in suburbia (Lake Elizabeth, Fremont, CA)?
