Flew off before I could move in for closer shots, surprised this one came out.

I would
agree with David. Looks like the Ornate Snipe Fly.

I'd say this is in the genus Chrysopilus.
It looks just like this one:

Looks like ornatus but since it appears that there are about 30 species that aren't covered by the guide I'll leave it at genus for now.
