This is a fairly small bug. It was hiding in the crevices of the bark of a Cottonwood tree. 1:1 macro shot.

Fulgorid
I think this may be a fulgorid. I'd wait to see what Any Hamilton has to say about it.

 
Cixiidae
Probably an Oliarus, but I can't be sure about the pronotal carinae from this shot.

When I look at it full res and compare to some of the images in the link that you posted it looks like it. Thanks. Now I have to figure out what a "fulgorid" is and does :o)

That's kind of what I thought
That's kind of what I thought but I didn't know they could be that small. This one was only 12 - 13mm (1/2") or so long if that.

 
Cixiid?
Might be a fulgoroid 'hopper in the family Cixiidae. Nice image will facilitate Andy Hamilton's opinion.

 
Has to be
a leaf hopper of some type being that small.
