Probably on Rhus glabra.

Andy Hamilton says these definitely are not leafhoppers, so I moved them to the order until we resolve the proper identity.

maybe Psyllidae
In one group of plants there were about a dozen of these spread out in ones and twos, mostly two like these. I couldn't find enough about Psyllidae to figure out much, so hopefully Andy Hamilton can figure this out. Thanks Stephen.
