Safe to assume that they eat roots? Would explain why trees are dying. Our area has quite a problem with borer beetles. Never saw one till now.

Root borer.
This is a female root borer in the genus Prionus. Males have very thick antennae and are smaller in size....Not sure which species occur in your county.
