This is the 2nd time I managed to get a shot of this species. They flutter as they fly and donot seem to travel very far between perching.

Hi Lee,
This looks like a member of the genus Ascaloptynx, perhaps A. appendiculatus. Certainly similar to members of that species I've seen around Houston. Great bug!
